He\/she will be also supporting the finance manager in doing financial analysis to ensure variance at the end of each accounting period is well explained. The incumbent will be involved in planning and production of reports to ensure goals and targets are achieved. The grant accountant will ensure that a teamwork is built among project staff to foster the favourable climate for work and staff wellbeing.<\/p>\n<p><strong>About you<\/strong><\/p>\n<p>The role sits in the International Development Programme role family and is based in the Burundi Country Office. The role is responsible for managing Donor funded Nutritional and Family planning projects financial management and providing leadership to the financial unit of the project. The role will work closely with the Donor representatives to provide accurate financial returns.<\/p>\n<p><strong>\u00a0<\/strong><strong>Key outcome<\/strong><\/p>\n<ul>\n<li>Ensure that all CA project financial and operational activities follow Burundi law (tax laws, CSA laws and government pension agency laws), donor rules and regulations, and CA policies and standards.<\/li>\n<li>Develops an annual customized compliance monitoring plan, including evaluation tools, standards, ethical considerations, and schedule to evaluate all CA project or remote staff\/office locations, and to revisit sites needing extra attention.<\/li>\n<li>Develops compliance framework for CA, including compliance checklists for the various business processes, transaction classes, country laws governing NGO operations, and specific donor requirements.<\/li>\n<li>Periodically reviews and updates the compliance monitoring checklist and other tools to stay current with CA procedures and policies.<\/li>\n<li>Examines the effectiveness of internal controls and compliance within CA Burundi policy framework and identifies gaps in procedures and controls systems and provides recommendations to the Country Leadership Team for strengthening them.<\/li>\n<li>Follows-up on recommendations to ensure they have been implemented and adhered to.<\/li>\n<li>Tests internal controls, targeting high risk areas, including procurement, workshops, vehicle usage, inventory control and cash advance management, payroll and Fleet Management.<\/li>\n<li>Documents internal control weaknesses and compliance deviations and their impact and makes recommendations to address these weaknesses.<\/li>\n<li>Monitor the performance of all financial and operational functions within CA. Ensure that all staff are well versed in donor and CA policies and procedures and are adhering to such standards.<\/li>\n<li>Develop a plan and evaluation tools, and then carry out independent appraisals and verifications of the effectiveness of CA and donor policies, procedures and standards, and applicable Burundi law, by which CA Burundi financial resources are managed.<\/li>\n<li>Monitor and following-up on recommendations from the internal and external auditors to ensure the recommendations have been implemented and adhered to.<\/li>\n<li>Conduct thoroughly documented investigations of whistle-blower cases, and suspected fraud and will directly interface with the PDFM on these or other specific cases.<\/li>\n<li>Identifies gaps in knowledge and skills and provides recommendations for training.<\/li>\n<li>May be requested to provide training directly to staff.<\/li>\n<li>Prepares detailed reports of each compliance review and other task assignments, with prioritized findings and recommendations.<\/li>\n<li>Technical guidance and support in preparing for and managing donor audits<\/li>\n<\/ul>\n<p><strong>Relations<\/strong><\/p>\n<p><strong>External:\u00a0<\/strong>Maintains and builds relationships with donors, and other relevant external agencies.<\/p>\n<p><strong>Internal:\u00a0<\/strong>La<strong>\u00a0<\/strong>position is line managed by the Chief of party and Finance Manager. The role links up strongly with various Christian Aid teams including the Finance Team, Restricted Funds Team, Program Managers, Internal Audit, and Consortium implementing partners<\/p>\n<p><strong>\u00a0Decision-making:<\/strong><\/p>\n<p>Externally role impacts on the external perception of specific process(es) or service. The impact of some activities will go beyond the immediate situation.<\/p>\n<p><strong>\u00a0<\/strong><strong>Responsibility for budget\/savings:<\/strong><\/p>\n<p>The incumbent is required to be responsible for compliance in managing and coordinating all aspects of financial management and providing support to donor project and field finance teams in strict compliance with procedures financial resources of Christian Aid and the donor.<\/p>\n<p><strong>Analytical skills<\/strong><\/p>\n<p>Standards, procedures, and precedents that guide work are likely to require interpretation. This involves fact-finding and analysis in order to find the best solution to specific issues<strong>.<\/strong><\/p>\n<p><strong>\u00a0<\/strong><strong>Applied skills\/knowledge and expertise<\/strong><\/p>\n<p><strong>\u00a0<\/strong><strong>Essential<\/strong><\/p>\n<ul>\n<li>Minimum undergraduate degree in Accounting, Finance, Business Studies, Auditing or related field.<\/li>\n<li>Minimum 3 years in accounting as senior staff.<\/li>\n<li>Experience of managing grants\/contracts from institutional donors (World Bank, ECHO, DFID, Global Fund, UN)<\/li>\n<li>Experience of setting up and managing donor compliance monitoring systems, financial management of grantees, including grantee budgets and audits, grants disbursement and appropriate deployment of grants.<\/li>\n<li>Strong financial skills encompassing proposal budgeting, income tracking, budget monitoring and financial reporting<\/li>\n<li>Experience in communication using outlook or Lotus note \u2022 Experience with accounting software.<\/li>\n<li>Demonstrate experience in reporting.<\/li>\n<li>Ability to provide clear guidance on donor policies and procedures to other staff Desirable.<\/li>\n<li>Experience of working in a global team and distance support.<\/li>\n<li>Understanding of partnership approach to international development.<\/li>\n<li>Network and alliance building.<\/li>\n<li>Professional certified as CPA or ACCA.<\/li>\n<li>Excellent computer skills in Excel &amp; Sun-systems software.<\/li>\n<li>Knowledge in storekeeping, bookkeeping, clearing,
