They will ensure optimal procurement planning, working with the procurement committee to ensure high quality bidding and supplier selection processes, purchasing of goods and services, tracking of suppliers and equipment, signing of payments to suppliers on basis of satisfactory delivery of goods\/services (40% of time).<\/p>\n<p>The role holder will ensure timely logistical support coordination of procurement with donor, coordinate delivery of supplies and equipment to the specified managers and offices. The role holder will support implementing partners to ensure procurements are compliant to donor rules and regulations, and the procurement plans and processes are compliant to good standard practice in supplier selection processes (30%).<\/p>\n<p>To contribute to the development and enforcement of Christian Aid policy, strategy and processes around procurement and logistics ensuring best practice is exercised across the operations (20%)<\/p>\n<p>Engage in personal development including reading, training, conferences, coaching among others (10%).<\/p>\n<p><strong>Key outcomes<\/strong><\/p>\n<ul>\n<li>Working with respective teams to ensure accurate projection of procurement and logistical needs and take leadership to develop project procurement and supply plans and<\/li>\n<li>Assist Christian Aid Burundi procurement and tender committees in accordance with existing Christian Aid and donor procurement policies, rules and regulations with respect to purchase of goods and services upholding integrity and good standard<\/li>\n<li>Analyzes purchase requisitions, and creates new and updates existing bid specifications. Prepares and follows up payment requests for goods and services for satisfactory delivery of goods and services in a timely manner in accordance with existing Christian Aid policies and guidelines.<\/li>\n<li>Coordinates, assigns, reviews and participates in the work of staff responsible for volume purchasing<\/li>\n<li>Ensures timely tracking of all supplies and equipment sent to the relevant managers. Ensures timely delivery of supplies and equipment to the specified locations and proactively liaises with relevant managers to clarify relevant<\/li>\n<li>Oversee fleet management, vehicle logs, vehicle maintenance and service of all project vehicles and provide matrix management and supervision of<\/li>\n<li>Manage day to day logistical support to the program staff ensuring compliance to the vehicle management policy, travel security protocols, vehicle requisition and allocation<\/li>\n<li>Supporting travel and logistics for all project activities in Bujumbura and the Provinces including hotel bookings and transport<\/li>\n<li>Assists in drafting and evaluating bid proposals; solicits and negotiates competitive pricing from vendors and makes recommendations for issuance of purchase orders and waivers of advertising.<\/li>\n<li>Reviews existing office supply contracts and coordinates the bid process in accordance with Christian Aid procurement rules and best practices. Serves on procurement committees to evaluate sealed proposals. Negotiates<\/li>\n<li>Maintains a database of vendors and prequalified suppliers. Investigates and resolves complex problems associated with outside vendor documentation to process purchase orders, waivers, payments.<\/li>\n<li>Prepares and submits procurement reports in agreed format and timeframe<\/li>\n<li>Leads, manages or participates in cross-functional project teams to ensure proper planning of procurement and logistics.<\/li>\n<\/ul>\n<p><strong>About you<\/strong><\/p>\n<p><strong>Relationships<\/strong><\/p>\n<p><strong>External\u00a0<\/strong>Relationships with partners, governments and coalitions partners to ensure delivery of projects managed. Relationships with respective institutional donors on project progress and impact .<\/p>\n<p><strong>Internal\u00a0<\/strong>The position is line managed by the Chief of Party. The role links up strongly with the HR &amp; Administration team in Burundi and with the Contracts and Procurement team within Christian Aid. Risk analysis and management in procurement ensuring transparency, integrity, risk management and capacity building of all staff and partners on Procurement.<strong>\u00a0<\/strong><\/p>\n<p><strong>Applied skills\/knowledge and expertise Essential<\/strong><\/p>\n<ul>\n<li>Bachelor&#8217;s degree procurement or related field preferably with training in<\/li>\n<li>A person of good character, uncompromisable with demonstrable integrity and zero tolerance attitude to fraud, embezzlement, corruption.
